This blog started with its first post on 18 Feb 13 - Part I of the White Paper. The four part White Paper was based on available information from the judgments and orders of the respective Hon'ble Courts.
The first foray into a enchanting, fascinating, informative, and finally educative journey into the world of obtaining information using the RTI Act 2005 started in November 2012. It was in fits and starts - forgetting to sign the request, wrong endorsement on the Indian Postal order etc.The first reply was received on 13 Feb 13 and after much thought (and reading some ill-informed reactions), I placed the information in the first post on 18 Feb 13.
But for the patience of Shri P S Walia, Under Secretary & CPIO, MoD (D-Pay/Services), some impatience of the Under Secretary & CPIO, E.III A Branch, Deptt of Expenditure, MoF and corrective action of Shri Praveen Kumar, Director (AG-I) and First Appellate Authority MoD, as well as Shri Amar Nath Singh, Deputy Secretary & First Appellate Authority, E.III A Branch, and Shri S. Murali Krishnan, Senior ACGDA & CPIO, more than a thousand pages of information would not have been provided and shared with readers but more importantly with the leaders of this fight for justice in the Rank Pay Matter. .
There have been 94 posts, 65000 views, 253 comments in the 8 months period, and I have gained a lot of information and insights.I am grateful to everyone - the Anonymous, Corona8, Spanner50, Penmil, DS Ramakrishna, Sunlit, Gentle and many others that I cannot remember (and my apologies for that).
Now, the case is before the Hon'ble Supreme Court in Contempt Petition (Civil) No. 328 of 2013 in Lt Col N K Nair & Another Vs Shashi Kant Sharma & Others. We also have the opinion of the Ld Attorney General that the Hon'ble Supreme Court's order of 4 Sep 12 applies to 4, 5 and 6 CPC.
Aerial View will now bid farewell to the Rank Pay Matter. Hopefully the wait of 45000 officers/Veterans of the Armed Forces and the NoK of deceased brethren will be over soon.
