3. Parity Restoration. The following areas need to be addressed
for restoration to be enforced to bring parity in the scales with respect to
other administrative services (while carrying out this exercise, it has to be
understood that Military Service Pay granted to the Armed Forces is over and
above the parity part and (is) an additional compensation for peculiar hardships:

Non-Functional Upgradation: The above differences have overall led to a
lowering of status of the officers of the Armed Forces thereby creating
problems in functioning. Over and above this fact, a NFU has been extended to
organised Gp ‘A’ services as well as the IFS and IPS but not to the Armed
Forces which has not only led to disparity but also lead to organisational
command and control problems. The disparity created due to NFU is as given
below:

5. Apart from the above disparities between
the Armed Forces and other Central Government services, there have been cases
where the service has gone to the Ministers and got the allowances applicable
to the Armed Forces made applicable to themselves. A case in point is that CAPF
where they were given additional allowances of the Armed Forces along with
their existing ones thereby creating a gross disparity as shown in the table
below:

Allowances Proposed and Recommendations: Fourteen additional allowances have
been proposed in the study.
