SPARSH - Data was Digitally transferred by PSAs and PDAs yet is missing?

 Dear Pensioners and Family Pensioners,

It is understood from the detailed Statement of Case of  vide MECH/IT & S/CPP/NISG dated 06.2.2017 and UO No. 5702/AT-P/CPP/Vol II dated 9th March, 2017 that data would be digitally migrated from Pension Sanctioning Authorities [PCDA (P) for Army, PCDA (N) for Navy and JCDA (AF) for Air Force pensioners].

Vide No. EDP/58/CPP/2022 dated 08.07.2022 addressed to All ROs/PAOs, with Subject of  Data Correction in SPARSH was conveyed. Yet, 18 months later many pensioners/family pensioners are receiving a message that reads “Record has been marked Discrepant as some mandatory data is missing. Please contact with PCDA (P) for Data Updation to enable Corr PPO.”

However, the pensioners who login are not informed the specifics of the missing mandatory data and the procedure the pensioner/family pensioner has to follow to ensure that he/she knows her entitlements. In certain specific cases where Dte of Air Veterans is the RO, even they are unaware of the ‘mandatory data’ that is missing!

The SPARSH migration process, or SPARSH Pension Sanctioning process, SPARSH FAQ or SPARSH Data correction process does have any order/instruction that prohibits informing the pensioner/family pensioner on the specifics of the missing mandatory data, and (b) absence of any restriction in PCDA (P)/SPARSH providing either the pensioner or  RO/HOO/PAO/DPDO the specifics of the missing mandatory data, would the Hon’ble Addl CGDA (Audit, Pension, IT and Grievance) consider issuing instructions to PCDA (P)/SPARSH to display the specifics of the missing data so that the pensioner, though he/she has no role vide CPP letter of 08.7.2022 may be better informed.

Hoping and praying for personal intervention of Addl CGDA (Audit, Pension, IT & Grievance) to alleviate the uncertainty of many pensioners in response to email of 08.02.2024.

 Jai Hind
