Please refer to reply to PMOIN/R/2014/60940 vide RTI/4922/2014-PMR dated 10.9.2014 informing that the request has been transferred to the Secretary, Ministry of Defence vide PMO ID. No. 7/03/2014-PMP4 dated 17.7.2014.

2. Please also refer to status report on Appeal PMOIN/A/2014/60177 dated 21.10.2014 and the admonishment of this appellant that he should approach the office of the Secretary, MoD for a reply and quoting a ruling of CIC in this connection.

3. Now vide the attachment below, the Min of Def states that it has neither received the ibid ID from PMO dated 17.7.2014 nor has it been registered in the MoDs Central Registry.

4.      Please provide details of the despatch and receipt of my RTI application so that I may prefer an Appeal against the MoD.

1. Please refer to the following: -

(f) RTI/8977/2014/PMR dated 28.11.2014 which states, inter alia, that matter is referred to office for providing inputs in respect of points prima facie related to this office....Matter is under process and a suitable response will be sent as soon as input is received from the concerned Unit(s)/Section(s) in this office.

2. Section 6 (3) (ii) of the RTI Act 2005 states that “…the public authority to which such application is made, shall transfer the application or such part of it as may be appropriate to that other public authority and inform the applicant immediately about such transfer ....Provided that the transfer on an application pursuant to this sub-section shall be made as soon as practicable but in no case later than five days from the receipt of the application.”

3. CPIO, PMO has acknowledged that application was received on 31.10.2014 and yet on 28.11.2014 states that inputs have not been received. This clearly contravened time frame specified in Section 7 (1) of the RTI Act, 2005.

4. Being aggrieved at the lackadaisical manner my application has been handled by the CPIO in the office of the Prime Minister who takes pride in minimum government and maximum governance, I file this appeal, especially as the dispatch section/registry of the PMO would be within the South Block office.

5. I request that I be provided the information requested for with no further delay.

    perfect wordings....It's the cabinet secretary who has played a pivotal role in delaying, diluting & denying the legitimate dues to the armed forces. In fact He was the one heading the committee of secretaries set up by PM in 2012. I don't only blame him but am sure his office would have a role in loss of the RTI that's ( relaxing somewhere between PMO & MoD)......

    I am sure the reply of your present RTI will reveal all....i.e. Functioning of Babus at highest level....

  2. Today's headline suggests He has got an extension for Six months.....This is his third extension. He has been there with both UPA & NDA.....

    so, Armed forces fraternity can expect more such episode. looking at the extensions I am sure he must be the best of the Babus that this Country has ever produced or may be IAS class don't have any other guy as capable !!!!!
