RTI Requests for Information

1. Quite often in the comments by MoD on the Core anomalies and the JSM submitted by Services HQ, the decision/recommendations of the Pranab Mukherjee Committee have been quoted. A request has been filed for complete information as defined in Sec 2 (f) of the RTI Act, 2005 for the Report.

2. There is a lot of debate about what the AVSC report and recommendations were insofar as distribution of upgradations and whether it is only for Combat Arms.   A request has been filed for complete information as defined in Sec 2 (f) of the RTI Act, 2005 for the Report and file notings.

3. The Cabinet Secretary headed Empowered Committee of Secretaries (ECoS) has been having a series of meetings with JCM, AIRF etc and the minutes of the meeting (even a document of minutes of the 2nd meeting marked SECRET) is available in the public domain. The document states that Secretaries "are requested to interact with Staff Associations and stakeholders."    A request has been filed for complete information as defined in Sec 2 (f) of the RTI Act, 2005 for details such as dates, names, designations of Army, Navy, Air Force HQ stakeholders and names of Veterans organisations and the names of the office bearers who have interacted with Def Secy/MoD.

4. MoD has conveyed that it will provide 42 pages of file notings in connection with Cabinet Secretary Committee Reports of 2009 and 2012. Additional payment is being sent by Speed Post in a day or two. We should get more insight into how the Secretaries think and express their opinions. It would, in my mind, be an anti-climax knowing that the CSC passed the buck/baton to 7th CPC.

  1. Sir. While Pranab Mukherjee Committee report itself may contain final recommendations, it would be relevant to also see the comments of MoD in response for various issues as the report would be probably based on their comments.

  3. Information, including file notings, have been refused by MoD under Sec 8 (1) (i) of the RTI Act on grounds that OROP matter is still not closed.
