Point 2.1: MoD vide their ID dated 27.10.2017 (received in this HQ office
on 09.11.2017) requested HQ CGDA Office to prepare concordance table.
Point 2.2: However, based on internal decision taken before receipt of
above request for preparation of Concordance Table, Jt CGDA (Pay/Works) was
requested to get the concordance table prepared vide our U.O. No. 5700/AT-P/7th
CPC/Vol-VI dated 26.02.2018. Detailed information in respect of points 2.3 2.4

view of Audit-Pension Section reply under UO Note bearing No. 5700/AT-P/7th
CPC dated 23rd March 2018, with reference to the online RTI
application dated 20/3/2018 in respect of the above named individual, following
information is furnished:
Point 2.3: on receipt
of UO Note dated 31/08/2017, necessary action was taken as per Note/4 (copy
enclosed) and accordingly concerned operating Controllers were requested to prepare
draft Concordance Tables under this HQ letter No. AT/I/1225/Pension/III (PC)
dated 06/09/2017 (copy enclosed). After receipt of the draft tables from the
Controllers, the same were examined in consultation with Services HQ/TRIPAS and
based on the inputs received in this regard, the draft Concordance Tables were
forwarded to Audit-Pension Section vide this Section UO Note No.
AT/I/1225/CONCORD/I dated 01/01/2018 for their further necessary action under
intimation to Shri Prashant Rastogi, Under Secretary, D (Pay/Services),
Ministry of Defence.

Subject: Revision of pension of
Pre-2016 pensioners/family pensioners in implementation of Govt decision on the
recommendations of the 7th Central Pay Commission; making of Concordance tables regarding

opposite is Jt CGDA (Pen) UO No. 5700/AT-P/7th CPC/Vol V dated 31st
August 2017 on the caption subject for perusal please.
2. It has been intimated under UO Note cited above that for
revision of pension of pre-2016 retiree Armed Forces personnel by notional fixation of pay as on 1.1.2016,
a DGL was forwarded by them to MoD. However, in between it has been observed
that for expediting the process of notional fixation of pay and maintaining
uniformity, Department of P&PW has issued concordance tables for fixation
of notional pay from Pay Commission to Pay Commission for revision of
pension/family pension of Civilian Govt employees w.e.f. 01.01.2016 vide OM
dated 6th July 2017.
On the same pattern, similar
Concordance Tables is required for Armed Forces Personnel. As such, it has been
requested that Concordance tables in respect of JCOs/ORs and Officers and their
equivalents may be prepared to facilitate revision of pension of pre-2016
pensioners/family pensions by the concerned Pension Sanctioning Authorities
urgently as Govt orders in this regard are expected soon.
3. It may be submitted that for extending benefit of
implementation of Central Pay Commission to pre-cut off date retiree employees,
Concordance Tables are usually prepared at the time of implementation of every
Central Pay Commission for smooth and early revision of pension of pre-cut off
date retirees. However, no such Concordance Tables have so far been prepared by
this Section. Such Concordance Tables have generally been part of relevant Govt
orders on pension. However, as desired, we may request concerned operating
Controllers i.e. to PCDA Bangalore for JCOs/ORs, to PCDA (O) Pune for Army
Officers and for Air Force and Navy personnel to CDA (AF) New Delhi and PCDA
(Navy) respectively for making required Concordance tables on line of
DOP&PW OM cited above. If agreed to, Draft letter to the above Controllers
have been prepared and placed opposite for consideration please.

In
continuation to HQ letter cited under reference, it is stated that necessary
orders for revision of pension of pre-1.1.2016 Armed Forces pensioners/family
pensioners by notional fixation of their
pay in the pay matrix recommended by the 7th CPC has since been
issued vide MoD letter No. 17 (01)/2017(2)/D (Pension/Policy) dated 5th
September 2017. However, it has been observed that for expediting the
process of notional fixation of pay and maintaining uniformity in this regard,
Department of P & PW has recently issued Concordance Tables for similar
notional pay fixation from Pay Commission to Pay Commission for revision of
pension/family pension of Civilian Govt Employees w.e.f. 01.01.2016 vide OM No.
38/37/2016- P & PW (A) dated 6th July 2017. On the same pattern
similar Concordance tables are required for Armed Forces pensioners/family
pensioners for revision of pension/family pension as per above cited MoD order.
As such, it is requested urgently
to facilitate revision of pension of pre 1.1.2016 pensioners/family
pensioners by the concerned Pension Sanctioning Authorities expeditiously.

refer to your representation (to the Defence Secretary) dated 28.02.2018 and
representation bearing registration No. PMOPG/E/2018/0118864 dated 16.03.2018
received in this office.
2. In this regard, it is stated that for the revision of
pension, two options were recommended by the 7th Central Pay
Commission (CPC) i.e. (a) incremental method and (b) multiplication factor
based formula. The formula based on fitment factor of 2.57 (2nd
option) has been implemented vide MoD order dated 29.10.2016.
3. Further, Govt orders for revision of pension of pre-2016
Defence Forces Personnel on notional pay fixation (First formulation) was
issued on 05.09.2017. Thereafter, the process if issue/creating of Concordance
Table on the lines of DoP&PW OM dated 6.7.2017 has been initiated in
consultation with CGDA and D (Pay/Services). Draft concordance table along with
DGL have been received from CGDA office and the same has been forwarded to D
(Pay/Services) for vetting and approval. After receiving approved DGL, Govt
order would be issued in this regard and accordingly, e-PPOs would be issued
later.

Concordance tables for preparation of re-fixation of notional pay from Fourth
to Seventh Pay Commission for Civilian Govt family pensioners and pensioners on

2. The supporting document, being a reply from Deptt of
Ex-Servicemen Welfare indicates that the responsibility to issue the
Concordance tables for Defence Forces in consultation with CGDA.
D (Pay/Services) requested CGDA to prepare the tables vide
F No.1 (26)/2017/D (Pay/Services) dated 27.10.2017 and send the same to DESW.
Now it is nearing 6 months and Defence Pensioners are all
awaiting the Concordance tables

3. It is pertinent to mention here that D (Pay/Services) deals
with the policy matters related to Pay, Allowances of the serving Armed Forces
Personnel. Further, it is intimated that this Division has no role in issuance
of draft Government letter regarding Revision of pension of pensioners/family
pensioners and D (Pension/Policy) is requested to take up the issue with their
Finance Division in MoD.
