Update on e-PPos for pre-2016 Defence Forces Pensioners and Family Pensioners

Honourable Prime Minister,



After exhausting all possible channels of communication and grievances Redressal, I am now at your doorstep.



2.         On 12 May 2017, after you approved the recommendations of the Empowered Committee of Secretaries, the Ministry of Personnel, Personal Grievances and Pensions issued a letter concerning payment of Seventh CPC pensions for those who retired before 2016.



3.         Thereafter, on 6.7.2017, the Department of Pensions and Pensioners Welfare (DoPPW) issued Concordance tables for revising the pension of Civilian Govt pensioners by considering notional pay. These tables were also applicable to Defence Civilian employees.



4.         However, out of 18.5 lakh Defence Forces pensioners and widows of martyrs, the status is as follows: -  



4.1.      Ministry of Defence, Department of Ex-Servicemen Welfare has not issued any Concordance tables for pre-2016 Defence Pensioners and Family Pensioners till date. 



4.2.      The Controller General of Defence has not devised or modified its software so far to furnish the Concordance tables.



4.3.      The status amongst Pension Sanctioning Authorities is bad, as may be seen below

           

4.3.1    Principal Controller of Defence Accounts (Pensions), Allahabad has stated that NIL new PPOs have been issued to Defence Pensioners.



4.3.2.   Principal Controller of Defence Accounts (Navy), Mumbai has started to issue PPOs to Apex scale pensioners since February 2018.



4.3.3    Joint Controller of Defence Accounts (Air Force) has issued 4 (Four) PPOs to Apex scale pensioners in March 2018.

 

5.         On the other hand, Principal Controller of Defence Accounts (Pension), Allahabad has already issued new Pension Payment Orders (PPOs) to over one lakh Defence Civilian pensioners and family pensioners out of 5.5 lakh Defence Civilian pensioners.



6.         CGDA already has information on thousands of officers after the honourable Supreme Court order dated 4.9.2012 and MoD letter of July 2014.



7.         In the firm belief that you mean every word of praise and sympathy for the Armed Forces, especially of the 18.5 lakh Defence Pensioners, many in the age of 80 and above, Family pensioners of martyrs, and other Defence pensioners, your office is requested to issue instructions/order to MoD to



7.1.      Put the matter on a fast track and issue the Concordance tables before disgruntled elements in the Ex-Servicemen again resort to an avoidable agitation,



7.2.      Direct the Pension Sanctioning Authorities to commence issuing revised PPOs.

Sir,



            Please refer to your representation (to the Defence Secretary) dated 28.02.2018 and representation bearing registration No. PMOPG/E/2018/0118864 dated 16.03.2018 received in this office.



2.         In this regard, it is stated that for the revision of pension, two options were recommended by the 7th Central Pay Commission (CPC) i.e. (a) incremental method and (b) multiplication factor based formula. The formula based on fitment factor of 2.57 (2nd option) has been implemented vide MoD order dated 29.10.2016.



3.         Further, Govt orders for revision of pension of pre-2016 Defence Forces Personnel on notional pay fixation (First formulation) was issued on 05.09.2017. Thereafter, the process if issue/creating of Concordance Table on the lines of DoP&PW OM dated 6.7.2017 has been initiated in consultation with CGDA and D (Pay/Services). Draft concordance table along with DGL have been received from CGDA office and the same has been forwarded to D (Pay/Services) for vetting and approval. After receiving approved DGL, Govt order would be issued in this regard and accordingly, e-PPOs would be issued later.

  3. Great effort by you, Sir. Wg Cdr R B S Dhanoa often talks about your great work.

    It seems it is better to be a civilian under MoD rather than wear uniform, at least from the post-retirement care, concern & welfare point of view.

    We the defence people have to fight ten times more than our civilian counterparts to get our dues. The entire system of Govt. of India seems to be working against the man in uniform, the defender of this nation.
    Will Modi Govt. ever wake up from its deep slumber or will it be like any other previous regime?

  4. Sir, Tables issued by DoPPW on 6-7-17. Only about onelakh defence civilians out of about 5.5 Lakh issued with ePPO between 6-7-17 till 31-3-18 (about 8 months). So about 18 Lakh Defence personnel will take about 144 months or say 12 years. Cheers. We are in 21st century inching to be World Power. Jai Ho, Mera Bharat Mahan.

  6. AIR MARSHAL SIR. GOD BLESS YOU AND FAMILY FOR YOUR VALIANT EFFORT TO CARE FOR US RETIREES.FOR LAST 2 MONTHS MY BANK CENTRAL BANK HAS DEDUCTED Rs.28,814.00p per month under the head "RECOVERY". QUERING PCDA PENSION AND BANK has drawn a blank as they will not answer reason for recovery. So much , for our GOVT.

    1. Sir, my advice to you is to file a RTI application with your query to the CPIO Central Bank and a separate RTI application to CPIO PCDA (P) Draupadi Ghat, Allahabad. It costs Rs 10 Indian Postal Order each and Rs 41/- Speed Post charges. They have to and will reply within 30 days else CIC can impose fine of Rs 25000/- (Twenty five thousand) on each CPIO.   7. It will take 10 years to issue eppos to all pre 2016 defence pensioners. Till 24th Apr 2021 very few people has been issued eppos.
