(i) In QS 7 years of Sep ‘X’ rate of Air
Force @ Rs 7145 (min & max) has not been included in CST though rate was
taken in final tables.
(ii) In QS 20 years Sep ‘Y’ rate of Army @ 6047 (min) taken in CST
but data if Army shows @ 5480
(iii) In QS 15.5. Sep ‘Y’ rate of Army @ 6870
(max) taken for CST but data of Army shows @ 7050.
(iv) In QS 19 years Naik ‘Y’
rate of Army @ 7435 (max) taken in CST but in data of Army shows @ 7440

tables of TA & DSC (PBOR) and tables of Commissioned Officers are attached
herewith. The data and CST are also attached.
As
discussed yesterday with PCDA (P), the protection of circular 500 has been
withdrawn in retiring pension. But the same is still given in other types of
pensions as given in circular 503, 542 etc. Please confirm whether these
protection will also be withdrawn or not.
The tables of regular PBOR
are under re-modification due to receipt of amended data from Jt CDA (AF) on
9.1.2016 at 1.25 pm.

previously applicable only for one category of pensioners (pre-2006) is not to
be incorporated in the tables as it will affect the entitlement of other
category of pensioners (post 2006). The protection already allowed in the rate
of pensions is not being withdrawn but the tables on OROP is being prepared
independently from all existing orders
by taking into account average pension of 2013 retirees.
Hence, equal treatment has
to be allowed for all kind of pensioners whether are in receipt of service,
family or disability pension.
May be advised not to
incorporate the protection with existing rates of pension in the tables of OROP
for family pension and disability element also.

Sir, this information is truly priceless in highlighting the lack of transparency in the manner OROP tables were made.
ReplyDeleteThe information yielded by this RTI drive may not fully explain to an individual veteran as to how his specific OROP was fixed but it points the way to how more case-specific information needs to be obtained by those affected, on the lines of efforts made by you to make these valuable inputs available for all.
The notings and the tables provided in response to the application contain ample indications of a tendency to obfuscate what should've been a straight-forward matter.
For instance the tabulated calculations for pensions at QS starting of 0.5 years in the case of some ranks is a source of bewilderment as no one retiring with that QS in 2013 would have got a pension. Though CPCs do calculate pensions starting from 0.5 years of QS, for OROP, which is based on min and max pensions of those retiring in 2013, such tabulation does indicate some thumb-rules have been adopted and that there is a need for obtaining more precise answers from various agencies.
Your guidance would be invaluable, for instance, to those who might seek precise reasons, for the fixation of their OROP, in a format such as this one ---> bit.ly/2TWgXwV
Or there could be some advice for working out a better format than that for requisite information before applying under RTI.
I am an ex MCPO I X gp (Navy)20+ yrs QS and as per Cir 555, my OROP was set as 12895. There is no mention of this category, kindly advise as per this RTI with respect to CGDA revision of OROP.
