1. NFU is applicable from 1.1.2006 states GoI letter AB.14017/64/2008-Estt(RR) dated 24 Apr 2009
2. NFU is not applicable to those retired before 1.1.2006 states GoI letter of even reference dated 25.9.2009
3. The bench mark for NFU to Gp A Services incl BSF, CRPF etc is promotion of an IAS officer under the Central Staffing Scheme and posting to the Centre.
4. Gp A Services officer 2 years senior to the above IAS officer will be given appropriate NFU (one increment + higher GP in 6th CPC regime or next level in 7th CPC Pay matrix).
5. How will Services decide who/what is the bench mark (as AVSC time frame applies to all 3 Service) from Lt Col & equivalent to next higher rank given that
5.1. Army has Command-Exit policy for promotion of Arms (Zero year), Combat Support (Zero+1 year) and Services (Zero+2 years);
5.2. Navy and Air Force have their own time frames
