Non-Functional (Financial) Upgradation aka NFU

Now inviting experts with logical arguments/points

 

1. NFU is applicable from 1.1.2006 states GoI letter AB.14017/64/2008-Estt(RR) dated 24 Apr 2009

 

2. NFU is not applicable to those retired before 1.1.2006 states GoI letter of even reference dated 25.9.2009

 

3. The bench mark for NFU to Gp A Services incl BSF, CRPF etc is promotion of an IAS officer under the Central Staffing Scheme and posting to the Centre.

 

4. Gp A Services officer 2 years senior to the above IAS officer will be given appropriate NFU (one increment + higher GP in 6th CPC regime or next level in 7th CPC Pay matrix).

 

5. How will Services decide who/what is the bench mark  (as AVSC time frame applies to all 3 Service) from Lt Col & equivalent to next higher rank given that 

5.1. Army has Command-Exit policy for promotion of Arms (Zero year), Combat Support (Zero+1 year) and Services (Zero+2 years);

5.2.  Navy and Air Force have their own time frames

  2. NFU for the Services is also supposed to be the same as for the Group A Services. Service Officers will also get the payscale of Joint Secy after 19-20 years as the IAS officers get this after 17 -18 years.

  3. Sir,
    The concept of NFFU is to bridge the gap between different cadres wrt IAS batch by reducing the gap to two years.Essentially it's inter Cadre in nature and not intra - cadre. Hence the bench mark would remain the same and shouldn't have any bearing to with in Cadre policies.

    1. Their promotions are batch wise; All those of a batch get their seniority the same as the fist one promoted.

      Our promotions are date of vacancy wise; we are promoted in seniority on the date of vacancy and do not get seniority of the date the first one in the Board was promoted.

      So it has a bearing on cadre policies!

    2. Sir,
      The batch of service offrs should be the year of commission and we 01 jan 2006, whatsoever be the payband and grade pay of IAS officer(in 6th pay com regime)who was two year junior to service offr. The service offr's pay should be upgraded to that level. The in house substantive ranks and the date of substantive rank should be of no concern. NFFU by name itself denotes upgradation of financial pay. As per cadre requirements the offrs of same batch can have different ranks but because of NFFU all the offers of same batch would be drawing pay equivalent to two years junior IAS offr that is who joined service two years later than year of commission of service offr. Am I missing something???

  4. Sir . your calculation on circular 608. Pay in 6 CPC = orop×2 and then see corresponding range in table for rank. Should we not deduct grade pay of 6 CPC before seeing notional pay in the table??

    1. Please check the definition of Reckonable Emoluments. It is Pay in the Pay Band + Grade Pay. Same is reflected in the Pay Matrix of 7th CPC for each Level.

      But the contention by “Unknown” seems to be in order as OROPx2 will not be equal to VI CPC basic pay (Pay-in-payband plus GP, both of VI CPC) or equal to VI CPC pay-in-payband as submitted here 👉🏼 https://bit.ly/3kYYg7T

      Reflection in the 7CPC Matrix is a separate matter.

  5. Solution to Two vital issues are required to be found out.
    (1). Officer has to meet all'eligibility criteria (As for Promotion) for grant of NFFU. This provision restricts only ONE Financial upgradation to Next Rank at a time.
    (2) There is no empanelment at Brigadier level for IAS Officer hence this scale is not in the scheme of NFFU.
