Request for OROP Minutes from CGDA and Reply thereof

REQUEST FOR INFORMATION
Sir,

1.       Please refer to MoD F No. 12(01)/2014-D(Pen/Pol) dated 26th February 2014,  Order of even reference dated 24th April 2014,  and meeting taken by the Hon’ble Finance & Defence Minister on 12th June, 2014 attended by representatives of Ex-Servicemens’ organisations.  

2.       It is public knowledge that CGDA, as the Chairperson of the Working Group constituted vide MoD order dated 24th April 2014, informed the Hon’ble Minister and the participants of the meeting of two models and the Cost to the Public Exchequer for implementation of One Rank One Pension scheme for Officers and Other Ranks.

5.       Please provide the following information by way of photocopies of letters, directives, emails, FAX, memos, ID Nos., UO Nos. Note(s) of Action, Noting, calculation sheets, tables details of the parameters, modalities and other details as well any other data specified in Section 2(f) of the RTI Act, 2005 that enabled the CGDA & Chairperson of the Working Group to make the presentation to the Hon’ble Minister including the Cost to the Public Exchequer.       


6.       Indian Postal Order Number 19F 707668 issued by Indira Nagar PO on 21.9.13 payable to CGDA at New Delhi is attached as application fee. It is requested that the need for this applicant to visit the O/o CGDA to search of information may be dispensed with for reasons stated in an earlier request.

          Reference: Your RTI application dated 21st June 2014

          Please refer to your application quoted under reference. The information requested in your above application dated 21st June 2014 has been ascertained from concerned dealing Section being the custodian of information on the subject of information sought. It has been intimated by the concerned Section that the subject issue on which information vide Para 5 of your application has been requested, MoD has treated the matter as “most confidential.” As the MoD itself has classified the information as “most confidential,”  requested information in this matter cannot be provided at this stage by this office. However, reply received in this regard vide UO Note No. 5669/AT-P/OROP/Vol II dated 08/07/2014 is forwarded herewith for your information.

          In case you are not satisfied with the above supplied information/reply, Appeal may be filed with Shri R K Karna, JT CGDA (AN) under Sec 19 (1) of RTI Act.

          Reference: Your UO No. CPIO/AT/2014/HQ/II/1529 dated 02.07.2014

          It is observed from the RTI application No. SYS/RTI/CGDA/OROP/2014 dated 21.06.2014 received under your above mentioned letter that the applicant has called for the information related to OROP (One Rank One Pension). On the subject, MOD has constituted a working group and CGDA has been nominated its chairperson.

          Further, with reference to the information sought by the applicant, reference may please be made to GoI, DOPT letter No. 8/2/2010-IR dated 27.04.2010 which stipulates that PIO cannot disclose any information without consent of ‘third party’ if the same has been treated as confidential by them.

          In the instant case MoD has treated the matter as “most confidential” as such no information can be provided to the applicant at this stage.
