1. A meeting of
PARC was held at TRIPAS, Room No. 116, Kashmir House on 21 Oct 14 at 1000 hrs.

1. Joint Director TRIPAS
brought out, based on discussions of Service officers with 7th CPC
that only on receipt of directive by the Finance Ministry resolution of core
anomalies by CPC would be undertaken.
DECISION Chairman informed that a Draft letter has
been put up by APCC on the subject and the same has been sent to PPOC for
approval.

NFU, EXTENSION OF SUPERANNUATION AGE AND EXTENSION OF FR/SR FOR DEFENCE
SERVICES
2. Joint Director TRIPAS
informed that presentations by three pay cells on the following subject may
be given: -

(b) Extension of Superannuation Age –

DECISION
Chairman, after detailed discussions with PARC members directed to discuss
above mentioned presentations at director level first and then presentation
to be given by respective Pay Cells on the same to PARC members in the next
PARC meeting i.e. on 29 Oct 14.

ITEM III POINTS FOR
ANALYSIS SUBMITTED BY NPCC
3. Joint Director TRIPAS
informed that various points for analysis submitted by NPCC and details of
the same has been shard with Army and Air Force pay cells for their
views/comments. Following points for analysis submitted by NPCC: -
(a) Strategic Forces allowance at higher
rate for Strategic platforms
(b) Retention of accommodation on
retirement/superannuation
(c) Enhancement of limits of electricity
and water charges
(d) Cash handling allowance for Defence
Force personnel
DECISION: ACAS (Fin P) & Chairman AFPCC suggested
to discuss the issues at Director level during TRIPAS meeting and make one
opinion and subsequently in the next PARC meeting the same may be discussed.
He also directed Pay Cells to put up brief on the same for respective
Chairmen of Pay Cell for their information before it is discussed in PARC
meeting. Chairman PARC directed Joint Director TRIPAS to plan Director level
meting of Pay Cells before including agenda for PARC meeting in future. He
also emphasised on having a TRIPAS meeting before discussing any agenda in
PARC meeting. Chairman PARC also instructed all three Pay Cells to send
agenda points with detailed justification/Brief to TRIPAS at least 4-5 days
in advance.

ITEM IV DELIBERATION ON
POINTS DISCUSSED DURING PARC MEETING ON 07 OCT 14
4. Joint Director TRIPAS
suggested to hold discussions on points discussed during PARC meeting on 07
Oct 14. The following points need further deliberations at TRIPAS meeting: -
(a) Issue of dropping rank
(b) Reduction of QS for Pension for
Officers
(c) Increase in tenure of SSC Officers to
15 years or grant of pension.
DECISION Chairman
PARC directed all the Pay Cells to discuss above mentioned points among three
Pay Cells and submit recommendations in next PARC meeting. He instructed
Joint Director TRIPAS to note the same and after TRIPAS level discussions ten
only include in agenda for next PARC meeting.

5. Joint Director informed that
a letter written by Wg Cdr RK Narang on anomalies in Joint Services
Memorandum to 7th CPC and issues for addendum to Joint Services
Memorandum needs to be discussed and to prepare appropriate reply.

AFPCC & ACAS (Fin P) brought out that all of the issues brought out in
the letter have been included in JSM and best of 7th CPC JSM has
been produced with lot of efforts. Chairman PARC instructed AFPCC to submit suitable
reply accordingly.

ITEM IV
CONSOLIDATION/MERGING OF
(A) FEW ALLOWANCES
6. Joint Director TRIPAS
informed about meeting held with MoD D(Pay/Services) and MoD (Pay Commission
Cell). MoD has requested for justification for not consolidating/merging a
few of the allowances. Accordingly views/comments /justifications of three
Pay Cells have been requested. Views received from pay cells have been shared
with other pay cells. Reply on the same is required to be sent to MoD D
(Pay/Services) on priority as they are insisting on reply at the earliest.
DECISION Chairman AFPCC & ACAS (Fin P) in consultation
with Chairman PARC directed Gp Capt Updesh Sharma to put up draft reply on
the same.
7. Members of the Pay Cells
requested to fix PDC for submission of points to be included in addendum to
JSM. Joint Director TRIPAS informed last date as per PARC meeting hld on 07
Oct 14 (22/2014) is 30 Oct 14.
DECISION Chairman
PARC instructed to submit points to be included in the addendum to JSM be
forwarded to TRIPAS for compilation by 30 Oct and to finalise the same by 15
Nov. He instructed TRIPAS to plan TRIPAS meeting to discuss any issue/points
before taking up in PARC meting in future. He also instructed Directors of
all three Pay Cells to ensure submission of replies to TRIPAS note/letters on
priority and timely information on progress of any issue/point

8. Dy Chairman APCC brought out
that Queries/Questions raised by 7th CPC during visit to Defence
units/formations need to be compiled and needs to be discussed.

CPC members during visits to various places of Defence Services and to
discuss at TRIPAS and brief to be put up to respective Chairman Pay
Cell.

ITEM-I ADDENDUM TO 7th CPC

1. Chairman PPOC had directed to submit addendum by end
Feb 2015.
2. Decision
Chairman PARC directed all Directors of Pay Cells to finalise addendum as per
the minutes of PPOC meeting held on 17 Feb 15 and submit Draft addendum by 26
Feb 15 for finalisation and submission to CoSC prior to dispatch to 7th
CPC. Following proposals were discussed and Chairman PARC directed that: -
(a) Hydrographic Survey Allowance
Hydrographic Allowance is to be taken up as per proposal of Navy Note PX/1000
dated 20 Feb 15.
(b) Parachute Allowance @
80% of Special Forces Allowance
(c) Live Trial Para
Descent Allowance COSC to give further orders.
(d) Military Service Pay No
further deliberations.

ITEM – II DATA SOUGHT BY 7TH CPC/MoD
3. TRIPAS brought out that Data
as required by 7th CPC DO letter dated 24 Dec 14 has been received
at TRIPAS and examined. Some Annexures need to be reviewed.
4. Decision Issue was discussed in detail and Chairman
PARC directed all Pay Cells to review the data and submit to TRIPAS at the
earliest.

ITEM-III PRESENTATION TO 7TH
CPC ON CORE ANOMALIES
5. It was brought out that
members of 7th CPC need to be sensitised about anomalies and
various other issues before the Commission starts finalising the
recommendations.
6. Decision Chairman APCC suggested to take
up core issues one by one by three Chiefs. Chairman PARC directed that core
issues to be taken up as and when opportunity arises. Directors of three Pay
Cells to complete ‘Pay/Parity’ issues in tabular form.

ITEM – IV APPOINTMENT OF PIO FOR HANDLING RTI CASES
7. Director TRIPAS brought out
the need to appoint PIO and First Appellate Authority for handling RTI
queries at TRIPAS.
8. Decision
Chairman PARC directed Director TRIPAS to put up on file recommending names
of PIO and First Appellate Authority.

ITEM – VIII RANK PAY CASE
15. A draft DO from Chairman
COSC to Hon’ble RM was sent on Rank Pay case on 13 Feb 15.
16. Decision
Chairman PARC directed TRIPAS to submit copy of letter to PARC members.
Regarding the case of Definition of Rank Pay, TRIPAS is to pursue matter with
MoD.

(e) Decision All Pay Cells were directed to
prepare a combined presentation on analysis of 7th CPC
recommendations and brief for PPOC as discussed during the meeting.

3. Chairman PARC requested each of the Pay Cells to give their
opinion on the 7th CPC recommendations which were subsequently
discussed.
4. Director APCC
brought out the following: -
(a) None of the Core Anomalies projected to 7th CPC by
the MoD have been resolved.
(b) Why should there be a separate Pay Matrix
for Defence Services?
(c) The Disability Pension calculation has been recommended on slab
basis only for the Defence Services.
(d) Issue of stagnation at various levels of
Pay.
(e) Formula for calculation of pensions.
(f) Reciprocity of allowance(s)
(g) Ration availability to Coast Guard
5. ACAS (Fin P) & Chairman AFPCC brought out that certain
allowances like Flying Pay and Tech II Allowance have been tinkered, thus
disturbing the extant parities.
6. ADG PS brought
out how certain allowances payable to Civilians in North East were much higher
than the highest pegged Defence allowances like Siachin. He brought out how
most of the 6th CPC anomalies have not been resolved so far and
suggested that the format of presentation for COSC should include the existing
Pay Allowance ‘ as proposed’ and ‘as recommended by 7th CPC.
7. ACOP (AC)
& Chairman PARC brought out the following aspects: -
(a) 7th CPC graphically depicted Pay
Progression of Service officers vis-à-vis Gp A Officers from 3rd CPC
onwards, highlighting how emoluments of Service officers have steadily improved
over the successive Pay Commissions by adding Rank Pay and MSP while
calculating Basic Pay and at the same time denying the benefit of RP/MSP while
determining Grade Pay/Level; and by not including MSP as part of Basic Pay for
calculation of CTG, HRA etc. This aspect needs to be brought to the notice of
hierarchy and taken up with the Govt for clarification.
(b) The JSM needs to be made public (at least
now), in order to contain the damage made by 7th CPC
recommendations.
(c) The recommendation made for CAPF and Civil
Services need to be further analysed.
(d) Deduction of Income Tax for allowances
available for North East allowance for Civilians needs to be studied.
(e) The tax concessions for canteen for CAPF
and other Govt agencies need to be studied alongwith travel concessions and
extra allowances applicable to CAPFs.
(f) The need to publically advertise and
refute some of the incorrect assertions made by 7th CPC which are
damaging the credibility of Defence Services.
8. There being no
