With
great reluctance, MoD stating (1) initially in 2016 that the information can be
used to create dissatisfaction/unrest in the Armed Forces, then (2) requesting
this applicant to take an appointment from Deptt of Pay/Services and examine “voluminous
files,” and finally (3) stating in reply to a Complaint under Section 18 of the
RTI Act that the First Appeal was not received and payment should be made for
photocopying charges for 121 pages, file notings that led to issue of SAI/SNI/SAFI
Nos. 1/S/2008, 2/S/2008 and 3/S/2008 as well as for MNS Officers has been
provided and received on 04 Dec 2017.
The
5 files are as follows: -
(a) F No. 1 (43)/2008/ D (P/S) for SAI 1/S/2008
& 2/S/2008
(b) F No. 1 (47)/2008/D (P/S) for SAFI 1/S/2008
& 2/S/2008
(c) F No. 1 (49)/2008/D (P/S) for SNI 1/S/2008
& 2/S/2008
(d) F No. 1 (51)/2008/D (P/S) for Other Issues,
and
(e) F No. 1 (61)/2008/D (P/S) for MNS Officers.
Therefore, the
posts in this blog will be in 5 parts with each of the above files featuring in
respective parts. Part V will have to be split in two or 3 posts as it is a
large file.
So, watch this space for more (depending on the speed at which I can type, check and post).
in! I have a simple suggestion. Certain amendments suggested by various agencies which altered/manipulated the implementation of 6 CPC recommendations may be highlighted or shown in RED in your remaining posts. This would clearly expose what went behind the screen to back stab the interest of the Defence Services. To cite an example, the insertion insisted by CGDA Auditors that "MSP will be drawn from so and so date and no arrears shall be drawn" was a master stroke. This will enlighten the serving and the veterans as well, since most of us tend to be naive or least interested in these things. Maj Dhanapalans have become a extinct species.Everyone seems to running after something in life aimlessly.
ReplyDeleteFurther, to the best of my little understanding, CGDA and their team are merely implementing agencies of all policies of Dept of Defence and not get involved in policy formulation. Nobody seems have questioned their role in the entire gamut. Services Pay cell should insist on seeing the final draft before it is being implemented to avoid endless anomalies since 4 CPC. Food for thought, unless chronic indigestion has become the order of the day.

DeleteThe idea of publishing the information is so that all Family pensioners and Veterans are made aware of the contents of Govt files as permitted under the RTI Act, 2005.
I am not sure if the Army/Navy HQ or Pay Cells read this blog nor has any one expressed any interest.
