OROP - JCOs & equivalents - restoring after hacking



I read the following statement in today’s issue of the Deccan Herald, Bangalore Edition, on page 8 under a news item titled Parrikar promises OROP before Bihar elections attributed to a statement by Voice of Ex-Servicemen Society, inter alia,“The soldiers pointed out to Parrikar that they needed OROP more than retired officers, who retire mostly in their 50s and get a handsome pension in any case. The OROP idea was mooted to compensate the jawans who were compulsorily retiring between 35 and 40 years….”      
On 6th June 2014, I wrote a letter to the Prime Minister apprising him of certain issues that Ex-Servicemen face. In that letter I made a statement that JCOs/ORs are already in receipt of OROP and I received a fusillade of written “bullets” that I was wrong. Unable to bear certain personal attacks by a few of my critics I did not clarify, and so failed miserably in maintaining the sanctity of the only aim of this blog, “Being Informed is the Best Weapon.”
For the past few weeks a lot of hard work has been put in to verify through different, but knowledgeable sources, and my friends from Accounts branch and the Pay Accounts trade with expertise in Excel using the pay and pension tables as well as Circular Nos. 501 & 502, on a table of OROP for JCOs and equivalent ESM and SNCOs & ORs and equivalents on this blog. The findings, in respect of OROP for JCOs and equivalents, have shocked me as much as they will shock readers of this blog.
              Maj Navdeep Singh (retd) wrote on his blog, “….the benefit of the upward revision (of the 17 Jan 2017 letter) would be differently applied to ranks other than Commissioned Officers since they had been granted pensions based on the maximum of 5th CPC scales fitted into the 6th CPC pay bands with effect from 01-07-2009 while officers and all civil employees were granted pensions based on minimum of pay of the pay bands.”
Therefore, JCOs and equivalents are already OROP compliant and may benefit minimally, if and when OROP is implemented. Tables below elucidate this aspect.

NOTE: In pre-06 retirees not many JWO and equiv will  have less than 28 years of service. The top of the scale is higher for them hence in OROP now they will not gain.

Subedar Majors/MCPOs-I/Master Warrant Officers will also have similar situation as for the Sub/MCPO-II/WO.

The current top of scale pension is higher than the pay and pension drawn by the current retirees.
Please also refer to tables on pages 16 to 31 in the PCDA (P) Circular No. 501 and notes therein which are reproduced below for ready reference: -
1.        The qualifying service shown in Col No. 1 is actual qualifying service (i.e. the actual QS for which pension has been sanctioned), the amount of revised pension indicated against is inclusive of rank weightage.
2.        Any rank granted ACP-I will be eligible for pension of next higher rank & ACP-II will be eligible for further next higher rank of ACP-I.

3.        Where revised pension for junior rank is higher than senior rank for the same group and qualifying service, pension of senior rank has been stepped up to the level of the pension for junior rank.

4.        The rates of pension above terms of engagement are in respect of those who were retained in service compulsorily beyond their engagements during emergency period.
