For example, 6th pay commission did not have pension tables for those who had retired between 01 Jan 96 to 31 Dec 06 and separately for those who had retired between 01 Jan 86 to 31 Dec 96.
In that sense, the pension recommendations of 7th CPC are even more straight forward. They speak very clearly of increments earned in pay-band and then fixing the pension in the "matrix".
There might be a way to prepare tables that provide a relationship with years of service and pensions based on increments and for all ranks unlike the one I was led to from link provided here, which is restricted to ESM in just a few officer ranks ow.ly/WpL63 .

@ashwanisarda, the answers to your queries lie in Paras 4, (b) and note thereto, 5, to 11 of SAI 2/S/98 and Paras 5, 6, 7, 11 and 12 of SAI 2/S/2008.

My concern throughout has been how pensions would be fixed for ESM who have retired prior to implementation date of 7th CPC, also taking into account the one rank one pension matter with its equal service condition.

No.It was Modified Parity till now.
But in 7 CPC it is full parity. As can be seen there are two scales running parallel one for those who had entered a given rank prior to 01/01/2006 and anoter for those entered later to that date.
Hence the doubt.
I thought all would be notionally fitted into the first table, if retired prior to 01/01/2016.
But we will have to wait and see.

May wish to read Para 5.2.5 and illustration therein, Para 5.2.6 where SAI 2/S/2008 is quoted and Para 5.2.12.

DeleteThose paras, and the illustrations do not throw any light on how differently would the pensioners, who retired before January 2006, be treated while fixing pensions as per recommendations of 7th CPC.
All those paras merely explain how the matrix has been devised. Ultimately, it is the matrix that has an answer to everything.
If what the matrix calls a "level" is seen to apply to a certain pay-band of 6th CPC, and hence to the appropriate rank, then, as things stand, the same "level" is to be understood to apply to ESM who retired in the same rank before January 2006.
As an example, if a Col is in "level" 13 in the matrix, then pensions, as far as the recommendations are to be trusted, of all ESM in Col rank who retired before January 2016 will have their pensions fixed as per matrix depending on how many increments they had got in the same pay-band (or the corresponding earlier pay-scale of V CPC).
That should not be a problem, but it remains to be seen if "equal service" condition of one rank one pension will be met if only increments received are considered. At least, that is what the tables I had mentioned appear to suggest.

As per the 17 Jan 13 (now 03 Sep 15) enhanced parity circular, Col 2005 with 25 years of service is paid Rs 26953 as pension. Multiply that by 2.57 and you get Rs 69269 as his pension in 7th CPC.
On the other hand, Col 2015 with 25 years of service retires on 31.12.2015 and gets Rs 34480 as pension. Multiply this by 2.57 and you get Rs 88614 as pension for 7th CPC.
Both 25 years of service, retired 10 years apart and at different levels? How would you resolve this unless there is OROP?

DeleteThat was the reason for my queries. There are many grey areas.
The example given by you of the pensions of the two Colonels can be explained by saying the amounts arrived at by using the factor of 2.57 would need to be compared with pensions calculated by counting increments of both in corresponding pay-band, now converted to level 13, and then taking the higher amounts. Since one Col retired in 2005 and the other in 2015, their increments drawn may not differ too much as they both have 25 years of service. So they won't have vastly different pensions as these would be determined by the increments and not by the 2.57 factor.
But that would not hold for a Col who retired with 25 years of service long ago. In spite of the service being 25 years, he would have got a much lower number of increments in his rank and pay-scale.
My concern is that by saying the Matrix provides OROP for all, people may overlook that in case of defence ranks, the reverse could be true. That much older retired Col with 25 years of service that I had mentioned would get a lower pension than the two Colonels you have mentioned, who would have larger number of increments to their credit for the same 25 years of service.
As you have pointed out, OROP has to be implemented first and then alone the full effect of the matrix could be gauged.

All offrs before 1.1.06 were having closed scales. Moreover as one got promoted to cols /brigs he was generally at the top of his scale. So he ended up getting only two stag increments. Technically about three increments. In 6cpc regime these offrs were having running scales. How can you get them(pre06 and post06) on a common matrix? Have I understood justice Mathur properly?
DeleteOne would already have been in that rank on 1.1.2006 if one has retired in 5 CPC regime. Hence the in situ will apply.

ReplyDelete@aerial view. May I request you to cite one case where a Brig/Cmde/Air cmde will have 52290 as his basic pay in the VIcpc regime? or its equivalent in the 7cpc regime as per matric above. Since a Brig is promoted only after 25 yrs service (or thereabout) the matrix for the rank should have begun from say 24 yrs. Any one being promoted to Brig as on 01 Jan 16, will have 66239+6000/185735 as per 6cpc/7cpc at the least. The matrix has carried forward the anomalies of the 6cpc in toto!!!! A waste of effort by 7cpc.

DeletePara 5.1.13 onwards for clarity on use of matrix (not matric, which I think is an abbr for matriculation) in 7 CPC Report. It is explained that the horizontal scale is progression by way of promotion and the vertical scale is the progression within that rank.
Secondly I am not sure where you got Rs 66239 from because the top of the Pay Band for Brigs (like you, I presume) is 67000 just Rs 761 more than the figure quoted.
